When Urash is used on foot and not in it's AFV, can it use it's Fusion ability? Fusion is an AFV only routine but the rules on Urash do not specify. Assume that Urash needs to be in the AFV to use the Fusion still or can it use Fusion anywhere?

Urash's Fusion ability is not the same ability as the general usage Therian Fusion ability.

The rules for Urash's Fusion specify that it can be used to fuse AFVs of different units, so by the rules of his Fusion ability it can be used on AFVs despite him being Infantry.
